I believe that you have to subscribe to paid services by both Yahoo and Hotmail in order to access via POP3 and SMTP.
Assuming that you are a paid subscriber, you may be blocked from accessing SMTP (for sending) by your ISP. I know this to be true with SmartBro, but I'm not sure about the other DSL services. If you have a cable connection, you may not be blocked, but I don't know for sure.
You should be able to receive POP3 mail, without a problem, again assuming that you have a subscription for that. In order to solve the SMTP problem, you should set your SMTP server to use port 587 for outgoing messages. You should be fine with port 110 for incoming POP3, as this should not be blocked.
